The Town of Kennebunkport has miles of waterfront, including both river and ocean front. The Town shares a harbormaster with the Town of Kenenbunk to patrol the Kennebunk River. The Town also has a Harbormaster in Cape Porpoise for all other water bodies.
The Harbormasters enforce the Kennebunk River Ordinance, the Waterfront Ordinance and the laws of the State of Maine that concern water safety. The positions are also responsible for maintaining the mooring registration list, mooring waiting list, mooring assignments, and mooring inspections.
Ray Billings, serves as the Harbormaster for the Kennebunk River. The harbormaster operates out of Government Wharf, off Ocean Avenue. The Wharf is a Town-owned facility, maintained by the fishermen. It has about 200 feet of berthing space. Fishermen use the wharf for accessing moorings. There is no fuel for sale at Government Wharf, although fuel can be purchased at two marinas further up the river.

Cape Porpoise Harbor
The Kennebunkport pier is located in the Cape Porpoise Harbor off Pier Road. The harbor is home to approximately 120 moorings, with the majority used by commercial fishermen. The harbor is protected from the ocean by a number of small islands, with the Goat Island Light marking the entrance to the harbor. At low tide there is a depth of 8' at the pier. The Harbormaster monitors VHF Channel 16.
Pier membership is required for all who wish to tie up to the pier for loading and offloading, temporary minor repairs and refueling. Electricity and water are available to members at no additional charge. Fuel is available to all visiting boats during regular hours, and to members 24 hours per day through the use of a Keegard fueling system. Also available to members is a punt float for dinghy tie-up. Commercial membership is $625 per year, with punt $400, and recreational membership at $400 per year.
