September meeting minutes were reviewed and approved.

Discussion re: Commission Goals
Rachel submitted to the Kennebunk Board of Selectman the Youth Services Commission goals that were developed at the September meeting.  Rachel will send out a copy of the goals and the Mission Statement of the YSC to commission members for their review.  It was agreed that at our next YSC meeting the Commissioners will review and revise the Youth Services Commission mission and statement of purpose and responsibilities.

Discussion re: YSC work plan for 2007-2008
Per the agreement from last meeting, Rachel went through and described the various activities and programs in the Youth Services Coordinator’s work plan.

Review of Monthly Report/ Activities
Rachel discussed the CAST (Coping and Support Training) Program that she will implement at KHS this year.  She will attend a week long training in CityplaceAugusta in October to learn how to implement the curriculum.  It is an evidenced based program designed to decrease drug use, improve moods and improve school performance of youth at risk.  She will be coordinating with Sarah Ibbotson, the Prevention Specialist at KHS, to implement this course in March and April at KHS.

Rachel also discussed a new curriculum for middle school girls called “Full of Ourselves” that brings the principals of Turn Beauty Inside Out to the Middle School population.  She will also be trained in this curriculum with the intent of offering an after school program using this curriculum at MSK.

There was a discussion of the recent KHS security measures and the pros and cons of the new system.    

Rachel discussed the incorporation of the PEDS Clinic (Pediatric Evaluations for Developmental Solutions) as a private nonprofit clinic that will soon begin to include treatment options for the children and families they evaluate.  Rachel has been invited to sit on the Board of Directors.  

There was a discussion of some of the crisis situations experienced by some of the youth Rachel serves.  There was a general discussion on the increasing cases of homelessness of youth and the lack of resources for them, as well as problems with the foster care system and paucity of substance abuse treatment for youth.  The children’s mental health system continues to experience enormous problems due to continually decreasing funding.

There was a discussion exploring whether additional resources could be found for the youth services department.  Rachel explained that budget cuts and requirements for flat funding municipal services as much as possible make it highly unlikely that there will be additional resources allocated towards youth services anytime in the near future.

Discussion re: YSC goals
Rachel read a letter from the Kennebunk Board of Selectmen requesting that each Board and Commission provide a list of priority goals and/or initiatives that their committee is working of for this coming fiscal year.  The Commission members then began to discuss and define the YSC goals for this coming year.   
The goals are as follows:
Ø        To remain current and informed about the issues concerning the youth and families of Kennebunk and CityplaceKennebunkport
Ø       To continue to provide support and guidance to the Youth Services Coordinator
Ø       To continue to function as a liaison and increase communication between the YSC and the Boards of Selectmen and the citizens of Kennebunk and CityplaceKennebunkport
Ø       To foster effective communication and coordination between the YSC and the Kennebunk and Kennebunkport Police Departments and the placeSchool District
