Review of Minutes
Those present approved the February meeting minutes.  It was agreed to have a foreshortened meeting due to the low attendance.
·       Minutes approved.
Discussion re: April meeting date change
Rachel reported that she will be out of town to celebrate Passover on the regularly scheduled meeting date in April.  It was agreed to meet on the first Wednesday in April instead.
·       Rachel will email YSC members the new April meeting date of 4/5.

Discussion re: recruiting new youth member for the YSC
Stephanie has spoken to a few friends who potentially are interested in the youth position on the YSC.  She will follow up with them.  Rachel reported that she placed an ad for the position in the Ramblings, the KHS newspaper.  Rachel will also ask Ms Cressey if she can help identify potential students.
·       Rachel will email Sue Cressey re: opening for student on YSC
Discussion re: OSA Grant implementation
Ruth asked who Andy Grief is.  Rachel described the position of Prevention Specialist at MSAD #71 that has been funded through the OSA Substance Abuse Prevention Services Grant.  Rachel discussed the steps that have been taken to implement the grant.  Andy is working 15 hours/week at KHS to initiate the NOT on Tobacco program, and the New Chance program, an alternative to suspension program that focuses on decision-making and cognitive skill building.  There was then a discussion about the community components of the grant and the best way to engage the community in the work.  Ruth suggested using United Way and other already existing community groups.  Rachel responded that the proposal calls for our local Communities for Children and Youth to be the primary vehicle for the implementation of the community components of the grant.
·       Put on next month’s agenda YSC role in grant implementation.

Discussion re: scheduling priorities of Youth Services Coordinator
There was a discussion of scheduling issues of the Youth Services Coordinator.   Ruth expressed concern that there always be enough time to provide necessary direct services to youth and families.  Rachel discussed that time to see families is usually limited to after school and that naturally limits the amount of time available.  Rachel stated that she already works longer hours and later days than she is paid for because she often has to see families after 4:30.   There was further discussion about the balance between direct intervention and counseling time and prevention and community building work.  Ruth stated that she believes the priority should always be the clinical work and less community work.  Stephanie stated that she believes the school work Rachel does is really important.  It was agreed that this conversation will be continued and these issues will be reviewed periodically.

Discussion re: Parent focus group in May
It was decided to discuss this at the April meeting as attendance is so low today.  The Commission will be responsible for inviting the parents.  Ruth posed the question—parents of what aged kids will we be inviting?  Ruth will contact other Commission members to invite parents personally.  At our next meeting we will determine what questions we want to ask of parents.
·       Ruth will contact other Commission members about inviting parents.
·       At our next meeting, Commission will develop the questions we want to ask parents.
Next Meeting
Our next meeting will be Wednesday, April 5, 2006, from 5 – 6 pm, in room 306.  This is one week earlier than our regularly scheduled meeting.

·       RSVP if you cannot attend meeting.
