Discussion re: 2007 YSC budget
The Kennebunk Board of Selectmen and Budget Board will be reviewing the Youth Services 2007 budget on February 7 in room 300 at 6:30pm.  Gary will attend if available, Stephanie will attend, and Dolores will attend.  John agreed to be an alternate if needed.  The 2007 budget remained flat less increases for salary and benefits.
·       Rachel will email YSC members the budget when finalized.

Discussion re: York County Prevention Collaborative MOU
Rachel presented a Memorandum of Understanding between the Town of Kennebunk (the Youth Services Coordinator) and the York County Prevention Collaborative.  Rachel presented the MOU to Barry Tibbetts this week for his signature.  The following is an introduction to the YCPC:
The York County Prevention Collaborative (YCPC) is a new entity that exists to strengthen the community of prevention providers and the lives they touch.  Rooted in the belief that "an ounce of prevention is better than a pound of cure," the YCPC is blossoming at a time when the critical need for prevention work has become a growing part of the state and national public dialogue.  It comes at a unique time in York County. Community organizations are responding to a history of fragmentation by piloting this new model of collaboration.  It will undertake the important work of prevention in a way that will strengthen, align and promote prevention efforts and offer a unified governance structure to support this work in the county.

The YCPC began in 2001 when the Department of Human Services (DHS) Region One (Cumberland and York Counties) initiated an exploration of how York County coalitions involved with children, youth, and families could be better coordinated to achieve commonly held well-being outcomes. As a result, a planning group, coordinated by the United Way of York County, formed in 2002.

From 2002 to 2005 the YCPC held seven Summits in York County. A major focus of each Summit was to examine ways to connect, coordinate, and support common functions of prevention coalitions and organizations. In 2004, the York County Prevention Center clarified its focus on prevention, identified its mission and changed its name to the York County Prevention Collaborative.  In 2006, the original planning group was replaced by the YCPC Coordinating Council.

·       The YCPC defines prevention as the active, assertive process of creating conditions that promote well-being.  Prevention is strength-based and engages people as resources in the creation of change.
·       The YCPC holds the vision of a prevention community that engages in ongoing global collaborative thinking and working in York County and Maine.  As a result, York County will be a great place to live for people of all ages, characterized by a high level of individual and community health and well-being, and ever decreasing levels of violence, abuse, and other social ills.
·       The YCPC mission is "Connecting and supporting prevention initiatives in York County that focus on the prevention of violence and abuse and the promotion of health and well-being."
  
·       Rachel will send YSC more information on YCPC when the grant is finalized.
Discussion re: planning for Youth Focus Group in February
We reviewed the invitation and some changes were suggested.  John will revise and print 80 colored copies.  Rachel will distribute to KHS advisors.  Stephanie will speak to Student Forum.  Rachel will send around an email for suggestions for questions.  There was consensus that we would like to attract a diverse representation of students to participate.  
·       John will revise and copy invitation.
·       Rachel will distribute.
·       Make arrangements for pizza, etc. based on guestimate week of meeting.
Next Meeting
Our next meeting will be Wednesday, February 8, 2006, from 5 – 6 pm, in room 306.  This will be a teen focus group.

CURRENT PROJECTS:

·       At the invitation of Chief Bruni, I met with the full staff of the Kennebunkport Police Department.  There were many new officers to meet.  I discussed my role and the best ways for the officers to refer to the YSC and distributed the new brochure.  There were some good questions and Chief Bruni encouraged the officers to use this unique resource.   
·       The 2007 Youth Services Budget was completed and forwarded to Kennebunkport and Youth Services Commission.  The budget remained flat, less the increases for salary and benefits.  The Kennebunk Board of Selectmen and Budget Board will review the budget on Tuesday, February 7, at 6:30.
·       I have been working on recruiting young people for the Youth Services Commission’s Teen Forum on 2/8.  I wrote a cover letter to the KHS advisors and distributed the invitation designed by John Bear to all advisories.  I have heard back from a few people and some of the youth I work with directly are interested in participating.  Gary approached Superintendent Tom Farrell and he plans to send a few students from the Captain’s Club.
·       We are beginning to publicize the Community Network Forum, “Elevating Youth Voice”, featuring KHS principal Nelson Beaudoin.  He will be presenting at the Holiday Inn Express in Saco on Thursday, March 30, from 2:30 – 5:00.  He will be discussing his ideas on youth participation, citizenship and leadership in a presentation that explores the potential and magic of youth voices.  All our welcome to attend.  There is a $5 registration fee.  
·       We are now in full swing with the Essential Substance Abuse Services Grant.  Andy Grief has been hired as the Prevention Specialist for MSAD #71.  He is highly skilled and knowledgeable about prevention work and has tremendous experience and has been meeting with and interviewing staff within the district.  We all attended a day long meeting in Augusta on January 6th to review many aspects of our grant from the perspective of our State Contract Manager.  The full MSAD #71 Steering Committee for the Grant, the Prevention Steering Committee (PSC) has met and discussed its role and purpose and scheduled meetings for the remainder of the year.  It is now time to publicize the grant and its mission to the community by way of recruiting new community members to the K/K Communities for Children and Youth to carry out the policy agenda.   
·       I continue to meet with the Bullying Prevention Committee and the MSK Civil Rights Team.   The workshop with Stan Davis, author of Schools Where Everyone Belongs, on January 31st   was very successful.  A subcommittee of MSK staff met with Stan during the day to be trained as trainers; the entire MSK staff, including staff from other schools, were trained by Stan after school.  Stan then presented to parents and the public during the evening.  Feedback from all the different participants was very positive and MSK has created a plan for implementation.  The MSK CRT sponsored their first event for Martin Luther King Day.  They showed the film of the “I Have A Dream” speech and opened it up to the entire student body.  They also read quotes throughout the week.  We attempted to have a KHS CRT meeting, but attendance was low, and we are reevaluating how to get momentum for the team midyear.   
·       The “Turn Beauty Inside Out” Stretch Beyond at Sea Road School has been very successful.  The six 4th grade girls have been enthusiastic and creative participants.  Some of the high school girls in our Young Women’s Lives discussion group have come to the TBIO class to help mentor the younger students.  The high school discussion group has also been active and has several new members.

MEETINGS/ COMMUNITY ACTIVITIES/ EDUCATION:

·       I attended a workshop session with Kennebunk Board of Selectmen and Kennebunk Department Heads and Town Manager to discuss communication and team building.
·       I met with Kennebunkport Police Department staff.
·       I met with David Creech and Wanda Cannell to discuss our role in the Emergency Operations Team at MSAD #71.  Dave Creech is the coordinator of the MSAD #71 Emergency Operations Team and they are developing school specific and district-wide protocols for responding to emergencies.  Wanda and I met with Dave to discuss how we will be integrated into the plan and what services we could provide the team.
·       I met with Wanda Cannell, Barry Tibbetts and Paul Demers to discuss referrals for the work camp program that will be in residence in Kennebunk this summer.
·       I met with Joanne Abrams, the new guidance counselor at Consolidated School, to discuss role of YSC and what services I can provide to support her work at the school.
·       I met with Kate Manahan, a community volunteer, who has offered assistance to the Civil Rights Teams.
·       I was invited to visit Hilton-Winn Youth Enrichment Center in Cape Neddick.   It is a beautiful farm that has been developed into a non-profit center that provides multiple services and programming for youth throughout York County.  
·       I attended the United Way Strengthening Families and Youth Team second community forum on Substance Abuse.  Many providers, business leaders, law enforcement, and educators came together to continue to discuss a comprehensive, regional approach to confronting the challenging issue of substance abuse prevention and treatment throughout the life span.  
·       I attended the York County Mentoring Partnership Mentoring Summit.
·       I helped write a Maine Community Foundation Grant proposal for the York County Prevention Collaborative.   
·       I attended the Old Orchard Beach Communities for Children and Youth meeting in OOB to discuss how we can collaborate in implementation of the OSA grant.
·       I attended all day state-wide workshop sponsored by OSA for recipients of the Substance Abuse Prevention Grants.
·       I attended a Kennebunk Department Head Seminar on “Getting Your Point Across”.
·       I attended first meeting of Prevention Steering Committee at KHS.
·       I have met several times with Emily Rines, director of Coastal Healthy Communities Coalition (CHCC), Andy Grief, Prevention Specialist, and the Prevention Steering Committee to carry out OSA grant.   
·       I attended all day workshop by Stan Davis on Bullying Prevention and a presentation to the parents on “Raising Responsible and Resilient Children”.
·       I attended a meeting of Bullying Prevention Committee.
·       I attended Kennebunk Department Head meetings.
·       I attended First Amendment School Advisory Board meeting at KHS.
·       I attended meeting of the Civil Rights Team at MSK and a special event sponsored by the team.
·       I attended a York County Prevention Collaborative Coordinating Council meeting.
·       I attended the United Way Nurturing Children and Youth Focus Team meeting.
·       I attended Youth Services Commission meeting.  
·       I facilitated girls’ discussion group every Thursday.
·       I facilitated Turn Beauty Inside Out Stretch Beyond, meeting Tuesdays after school through 2/14.
