SPECIAL MEETING
Board of Selectmen Meeting Minutes
1 Summer Street – Kennebunk Town Hall (Third Floor)
December 27, 2004 – 7:00 PM
Selectmen attending: Donald Fiske Sr., Russell Davenport, Stuart Barwise, and Mathew Lanigan.
Others attending: Kennebunk Selectmen and officials, SAD School Directors and officials, Nathan Poore, and members of the public.
1. Call to Order.
Selectman Fiske called the meeting to order at 7:15 PM.
2. Joint meeting with SAD 71 Directors and the Kennebunk Board of Selectmen to discuss the proposed tax reform legislation (LD 1).
Kennebunk Town Manager, Barry Tibbetts suggested a motion be made to go with the best option described by John Sharood’s proposal, which represents our community and the education of our children. That the taxpayers of both towns need to share in the overall benefits of the EPS and tax proposals. That there is a real risk that the short term pressures could cause poor choices that hurt students, or could split the district. MSAD 71 needs a transition relief rule like those used in the past to allow “hold harmless” transition to the new rules while ensuring that any benefits due Kennebunkport are not reduced. Initiative 1a has created a school administration fund that could be tapped to help the district.
After much discussion, the SAD 71 School Directors and Kennebunk Selectmen voted unanimously on a motion as follows:
Motion by Stuart Barwise, seconded by Mathew Lanigan, for Kennebunkport to endorse and support the proposal made by John Sharood. Vote: 4-0
3. Adjourn.
Motion by Stuart Barwise, seconded by Donald Fiske, to adjourn at 8:50 PM,
Vote: 4-0.
Recorded and submitted by: Nathan Poore
