Minutes of Conservation Commission - February 11, 2004
Attendance: Janet Weston, Linda Wade-chairperson, Alice Finnegan, Jan Collins
Absent: Ruth Fiske, Dennis Rogers
1. Began with discussion of how we can get positive information out about protecting the shoreline. Janet shared the Bayscape program.
2. Discussion of DEP Shoreland Zoning News and conflicts between the DEP and town interpretation.
3. Report from the subcommittee regarding the recommended changes in critical edge-
a) we object to the use of chemicals in the critical edge
b) we would like to extend the no structure provision to 150 feet as provided for in the critical edge.
c) we would like a second opinion on whether owner demolition is willful destruction
d) vacant lot setback to 150' except if 150' not available not less than 100'.
e) we will not extend setback provisions to 150' for agricultural
f) we will not extend setback provisions to 150' for E.2.
g) we question the use of pavers in the walkway description. It appears to be in conflict with the DEP newsletter of winter 2004 Volume 17, Issue 1.
4. Jan will check with the DEP regarding regulations for permit for removal of invasive species by "chemical means" in shoreland zone.
5. Janet will get copies of Bayscape to offer the public at the next election. She will contact the town office regarding permission for a table at the poles. Linda will check on whether we can get fliers on frogs from the government.
6. Discussion of the pier provisions. We will report our unanimous vote asking that changes in the pier ordinance be postponed until the ordinance has been in place for three more years to allow a thorough evaluation of its strengths and weaknesses and to avoid the appearance of spot zoning. The ordinance was passed just two years ago and we know of no major landowner complaints.
7. Discussion of the mission and agenda of the Conservation Commission.
8. Janet will do research on water testing programs.
